When I click the library quest, all I get is a blank white page.

If you're still having issues, could you please provide your browser and operating system? Make sure you rule out the interference of custom CSS, adblocker, browser extensions, userscripts, etc as well - just in case.
(I was able to visit and complete a quest just now with no problems...)

That's going via Centropolis.
I found it works entering through "other quests" from an other quest giver's page.
