I think I always get this "8 weapons" error message after starting a battle from a challenger's page when the (uncached) weapon preselection hasn't loaded yet. I don't think I've seen this when entering a battle directly from the "Challenge an Opponent" page.
Would a separate page for battle options mitigate this problem? It can also be used to add other features later.
I don't want you to think this is being ignored. I know they were discussing this with the battle admins the other day. I will see if there is any update.

When weapon preselection was first introduced, the loading time was usually fast enough, but it has slowed down over time to cause this error message to show up more often. I wasn't even aware about it until recently.
It would be lovely to see this fixed. I get this, on average, a few times through the duration of my battle quests.
I'm getting tjhis pretty often, too. Also for 3 days battles get stuck frequently, the move never goes through. I need to go back and reenter, to be able to continue.
It's getting worse. It appears to me that it involves freezing moves.
It can also be used to add other features later.
As for the preselection, what I can do is disable the "start battle" button until it fully loads, so that you don't get the error and have to go back. I'll make a note to do that asap :)
You still need to wait for it to load however because this preference is stored in your browser's local storage, and so it has to load from that storage. This cannot be avoided and will not be changed right now.
