Nevermind, it seems to have fixed itself. This board can be locked.

I removed 10 items from my vault, they were food items. I fed them to my gourmand and then went back for some more food and noticed that it still shows the items I just removed as being in the vault. When I try to removed the items, nothing happens. So I guess they are really not in there anymore, but it's just not updating I guess.

A cache was added to the vault, I believe during Morostide. Just to let you know that it's intentional in case you notice it happening again
