The answers I had in mind could either have been Blue Origin because of its lead on rocket engine construction that would still work within the section's limitations on funding, per this article:

Or Aerojet Rocketdyne, because section 1615 was specifically inserted to benefit its competing product (AR1) to Blue Origin's engine, per the article below. SpaceX's Raptor engine would still be viable under that, however, and would have been a valid response for my question specifically with a nod to its competition with ULA.
