Which vending machine gives out the survival flowers Thanks

many of the flowers have high rarities and do not vend. They were re-categorized as more rare than they used to be last year and I had much less luck than I had had on the previous two years.

This year, I've been having fairly good luck restocking them directly. I do not know if they've been made more common again this year?
