Tanya lock this please

from what I remember, its automatic as soon as you place the last required flower.

Check the achievement page to see what total it thinks you're at. If it says 1500+ and the achievement is still red, submit a ticket. If its green, you may have just missed the announcement.

Some seasonal/event achievements can only be earned during the event, but the description doesn't say so in this case, so you should be able to get it anytime.

cannot find the page I need it only shows a few of them

The achievement is called: Leave a Flower

It can be found under SEASONAL->The Great Pandemic/Survival->the second page.

This link might take you there directly. But I'm not sure, for me the achievement page is very picky and if I try to go directly it doesn't always work properly.

I eventually found the right place and saw my score and wondered if it was stuck made a ticket admin checked if was working as they tried leaving a flower its does work and my score is 1/238 of 1/550 got some flowers but need more
