I'm back on subeta after a long hiatus and after scanning the art market I'm unsure of art value anymore. What would you feel comfortable paying USD/subeta currency?

is CSC now the standard site currency for art commissions? Is there a USD/sP conversion?

Is Paypal still the most used for money transfer? Alternatives? I don't love pp but I'm willing to use it

Yes the USD/SP is just the going rate of CSC. It tends to hover from 11-12.5 mil per 100 csc. 100 csc is 1 dollar. I would range your work from 8-18$ USD. Art here for quads tends to lean more towards custom overlays so a transparent background would benefit both you and the buyers.
