I think it's been like that since they added the separate day & night maps. I don't remember when exactly that was though.

Ah okay. Then I really am unobservant, because I've looked at it at night lots of times before, and I could have sworn the tide was always in, lol.

No problem! I'm pretty sure the Omen Islands has a similar thing with the tide since it got its own map as well. So it's consistent with the beach-y lands at least. :)
