What is this. I don't understand D: Why is it closed?

I am not a shoutbox-user but I remember that the shoutbox was taken down in the past whenever there was no staff member around to watch what was going on there. Otherwise it would be hard to immediately track rule breaking etc..

That happens sometimes, when there's a spammer, scammer, if the arguing got too out of control, or if there isn't a staff to monitor it.
