or I'm in process of modifying my set, but my Phoenix Quill is missing from the modification list, clicked to see if I accidently hid it, but nothing showed up as hidden, its there, but I can't modify have removed it and re attached it as part of the default set but it still doesn't show up on the modification list

I am pretty sure it doesn't show because it doesn't have a mod slot.
