I've been having issues with my wardrobe layer achievements. They won't update, no matter how much stuff I buy and add to my wardrobe. My feet layer is currently sitting on 180, but I have 384 feet items in there. I only bought maybe 50 today, so it's not like it's just taking a little while to update on the databases or whatever. I remember it was happening a few months ago and I just stopped bothering with those achievements because they weren't updating. I've gone through and loaded them in my wardrobe, gone through the remove items sections to load them, and nothing has worked.

layer counts aren't working right now in the new wardrobe, but it will be worked on... at some point... said it's on his list of things to fix right after the issue with items jumping around. so who knows when that will be.

Does this apply to other wardrobe achieves not updating? Because I collected all of the cece raven plaid set and achievements don't count me as having even one of the items.

IME Subeautique achievements can be quirky. You may have to visit Wardrobe, wait a few hours, visit the Acheivements page again, or clear out your cache and cookies. Waiting is easiest. I have gotten a few since the 3.5 came out so I know they're still working since the changeover.

Solstice is right. If you go to your wardrobe and save your avatar (you don't have to change) and then click on the items needed on the achievement that should trigger it :)
