Hi, how can I get this achievement? I don't know what is UNIVERSAL REMOTE.

it was once a trivia prize & a crystal shop item , not sure about the last bit . Its very costly to get , presently unbuyable . Upwards of 80 mil + . Using it gives 1-22 of all stats among other things .
