Ugh this has been driving me crazy and I wish I could remember more but I am drawing a blank!

So there was this book series I found as a teen, so it is a good 13 years ago series might be a little older. Anyway I am having a hard time finding the name of the series or any info based on what I can recall....

1. The main character was male and he had a Whip which went by the name... "Fenrir" or well it started with an F.

2. They used Trump Cards as either means of magic or transportation all I know is that was used in the book.

3. Pretty sure it was a series, I know for a fact I got the wrong book and it was a continuation from another volume.

4. I vaguely recall the main character looking for someone and he interrogated a woman by basically using his whip to hang her until she gave him answers.

5. It is either science fiction or fantasy that I am aware of.

I have been trying to think of more but it has been so long... If ANYONE can help you are amazing! Thank you!
