I was trying to do the quests for shinwa and she asked me to go see carl for a peace of her bracelet but when I tried I got an error saying I don't know where the omen islands are, and because of this I can't finish her quests.
error text Oh No! Oh, no! Apparently you haven't quite worked out how to get to the Omen Islands yet! I suppose you probably need to put together an unknown map!
Unfortunately, I don't believe this is actually a bug. Carl is now part of the quest givers that might have a piece of her bracelet.
In order to gain access you will need the Uncharted Land Map which can be created by putting together all of the map pieces:
