I don't even know where to start. I've lived here for over a year now, in a manufactured home (some would call it a mobile home I guess), and I really like it here. Most of my neighbors are quiet, but nice enough. My neighbors across the street are a husband and wife with three kids who are autistic. They're a really nice family, keep up their yard, don't hear much from them, basically really good neighbors. And the wife comes over to talk sometimes to my parents and I. Well today, I get home from work and my mom tells me the neighbor lady'd been over and was crying. Apparently, the neighbors in the house next to her have been causing problems. More than normal.

The neighbors she was talking about do all kinds of shit. They are 10 people (mom, dad, 8 kids) living in a small 3-bedroom home. Their yard is a mess with weeds and toys and junk all over, they park their cars in the street constantly (which is against the rules here), they're constantly loud (including foul language), they park in the empty spaces near my nice neighbors and sit in their car smoking weed late at night, they walk through the good neighbors' backyard and stare at them (usually swearing loudly at the same time), they've stared into the nice family's daughters' room, they have a lot of dogs (maybe 5 or 6, way over the limit here) and several cats that always get loose, their dogs are mostly pit-mixes (which I don't have a problem with, but it's against park rules), I could probably go on and on with all the shit they do. I had a nail in my car's tire once, the placement of which I know damn well I didn't just drive over it - it was too near the side of the tire, not the bottom.

Both the nice neighbors and my family have made several complaints to management, but the manager hasn't done a damn thing to stop them from doing any of it. I think she's afraid to try and evict them because they have kids. Our next step I guess is to try one more time with the manager and if things don't change, we're going to find out who's above her in the company and talk to them. Then if that doesn't work, I don't know what we can do next. I'm at my wits' end here. My poor neighbor and her family don't deserve to be dealing with this shit. They can't move for 5 years because of the land contract they're on. Dealing with three kids with special needs has to be hard enough without dealing with asshole neighbors. I could just deal with their shit, ignore it, or install security cameras, but when I found out how much they're really hurting this family, making their lives hell, I have a real problem with that.

So what can I do if talking to upper management doesn't work? Anyone know about some kind of housing commission or something I could call? (US) Is this something I should go with my neighbor and we should both make a police complaint? Talking to the neighbors from hell is not an option - I'm afraid they'd do something in retaliation to my house/car/etc.

tl;dr: I have the neighbors from hell and management isn't doing anything and I'm pissed because they're making my neighbors lives hell which they don't need to deal with because they have kids with special needs.

Are you making your complaints verbally or in writing? I would make a written complaint, listing exactly what park violations these people are committing. If the manager continues to ignore you and your neighbor's complaints I would find out what company owns the property and send them the complaint. Also you could look up your local ordinances to see if these people are breaking the law that way. If they are, then you could always try making a civil complaint to the police or your city's ordinance officer.

So far I've been emailing the park manager, as has my neighbor. I'm going to start printing out letters and giving them to her though, as well as sending a copy to the higher-up manager if the park manager doesn't do anything. I'm going to set up a face-to-face with her as well, hopefully with my neighbor there too (the good one). I will check into the ordinances - I had thought about that, but I'm not super familiar with those types of laws.

I would definitely have a face-to-face with the park manager, taking a copy of all your emails with you and your neighbor needs to be there also. Tell her that you have made several complaints and if she does nothing about them, then you're going to be contacting her boss. Also, if you take her a copy of your city's code violations that they are committing that would help. Most cities will only let people have so many pets per household, etc., and show her that they are breaking these laws. You can go to your city's website and they should have a place where it lists their specific ordinances. If they don't you can go to city hall and ask.

There must be some violations that would concern the police too, right? I'm not sure which state your in, or the legislation regarding marijuana in the USA, but drug possession is usually a big deal. Here in Australia, councils also have a limitation on the amount of dogs and cats people can have. (It's usually two dogs and two cats per property, if you were wondering.) They're not breaking noise restrictions? Are they not trespassing on your neighbors' property?

Honestly, I'm surprised that the park manager hasn't dealt with that sooner. I'm sure that they're putting a significantly awful reputation on her park with the state of their yard alone, let alone the bad behaviour. These people don't sound responsible enough to have their own home, so I'm surprised they're actually handling eight children and a multitude of pets at the same time. They need to go.

If I had a better understanding of the ways of the USA, I would probably have more to offer, but I don't. I wish you the best of luck with your neighbors! I hope the park manager deals with it quickly.

you can try making a police complaint or call animal control about the animals, however you have to take into consideration that if you call animal control their dogs may be euthanized :( police complaint would probably be the best way to go since it seems like there is no way that those 8 children can be living a sanitary and well rounded life if they are running amuck like that

Look up your local ordinances and call code enforcement if you think they're violating them. Like, if you're only allowed x number of dogs and they have more than that for example. Some places even have ordinances for the way the yard looks. Also the parking thing is an easy way to get their called towed or at least ticketed.

Continue talking with the manager and escalate if needed. Make a point to write down any violations you see and have the nice neighbor do the same. That way it's a clear record of what's happening, and management can't sweep it under the rug.
