Low rarity/low payout items?

For the past couple weeks or so I've noticed that the rewards I get for quests are all mundane or very low priced/low rarity items. This occurs with all quest givers including (and perhaps especially pronounced with) Carl. Has anyone else had this issue? I was chalking it up to bad luck but this also occurred during the 'all quests are weekend quests' event when I would expect some rarer items.
For example, the past 10 prizes I have received:
Cash payout still seems to be alright, as well as the amount of wiz tokens or frequency of amulets from Quentin that I receive.

Is this any better? I just did one library quest and got a r99 item, then a r94, then r99. Maleria I got a normal and a rare item. Carl got a couple common items but honestly I only ever get good stuff when he is passed out and even then not THAT good. Like he just passed out and I got the rainbow zebra knee highs.

They're worth a little more, but nothing above mid-80's as far as rarity goes. Cash payout still seems fine, though!

I honestly think it is a matter of the new shops to be honest. The lower rarity stuff used to sell for more but now everyone is trying to clear their hoards out and so stuff is getting cheaper. As time goes on, the lower rarities will get a little better.
