I have seen this issue all the time. I am buying bulk items. Sometimes my shop would be the first shop then it would go to like the 10th shop after I refreshed. Then the next time it would be at the top again. This also happens with other shops as well

correct, it won't always be at the top, but sometimes it will be.

why do they do that though?

I'm not sure. It's probably just how the database returns the results, that way they don't have to keep a "time priced" variable stored anywhere. I like it done that way though. that way if someone autoprices 10 minutes after me, my stuff still might sell. it seems fairer to me that way.
