Hello, When do quests (from Sarah, Cynthia, Pete, etc) reset? I was doing all of them but when I started doing Shinwa's quests I thought maybe I should wait.

Quests reset at 12:00 AM subeta time everyday. :)

Like said, all the quests restart at midnight subeta time every day. It's a good idea to do Shinwa's first, though, since she makes you go to other quests (Pete, Library, Wizard, Maleria) in order to finish hers. That way you get the maximum potential out of all the quests!
