Hi, this looks to be more of a screenshot or direct from a 3D program with a lens flare attached to it and barely any edits done. The size is also a bit wrong (if you were to downsize, it SHOULD end up as 125x250, but this one wouldn't). Unfortunately, I'm not sure the staff would be willing to accept this since it's not similar to the styles they'd accept and looks more like a copy + paste.
How did you draw this backdrop? Like what program and with what brushes? c:

Apart from what Czar said, this looks like a photomanipulation, which just isn't allowed, and could well get you banned from CWs unless you have a process and can prove you drew this (in which case I would love to see it!). There's actually a tourist still stood in one of the windows, and very clear edges where the pictures at the end look like they've been cut out and pasted on.
Can I grab a slot for the BG please? If you do other colours, like a blue night-time version, or a whiter moon-light version, let me know! c:

From what I can see, then this is a photomanipulation which the staff would not accept, unfortunately. :c It also goes against copyright/use of the image(s) since you're trying to profit from it, unless you were the one who took the pictures or have express permission from the photographer.

Again as czar said this is against CW rules. You need to have drawn it from scratch. Staff won't even accept a photo you took yourself for site art, you must draw it from scratch to fit in with site standards. I didn't come to this board to make any sort of drama or fight, if you want to submit it still by all means do so, but it is against the rules, and users have been banned from submitting items for far less than this. I've even had to fight for some of my items with them being too similar to sources in terms of anatomy. Was a big problem for me, and not fun to sort out.
I also know of cases where items have been refused and permanently banned even with users using their own photos for CWs. It's very difficult and the best way to protect yourself is to source the image to staff with the changes in mind, keep your PSD handy, and take some sort of progress shots.

Sorry to be the bearer of bad news, I hope you didn't see this as being mean or malicious!
I would advise reviewing the CW rules and submitting a ticket if you're unsure about something regarding CWs. I would also advise reviewing copyright laws since that is extremely important to know when you're in the art field. The first thing my photography professor taught us were the copyright laws and heavily advised us to thoroughly study them. Even hobbyists should be aware of them as well (my dad is a hobbyist photographer and he studied the copyright laws before he even started taking pictures with his DSLR).

I did talk to a staff member last night and was Told that they could not say yes or no to anything and I would have to turn it in I even told the staff member it was a photo that I didnt no draw and she told me as long as its a tribute and has changes thats ok but to turn it in so see so I was going by thats Its ok I am working with a artist for other items right now I am far from a Hobbyist Photographer I have a lot of clients in south Florida Went to school for it

Yea, staff really can't give feedback without seeing what the overlay will look like. Just keep in mind that edited/manipulated photos are not allowed as a CW, but referencing a photo is acceptable. If you drew a backdrop with that photo as a reference and with four noticeable changes, staff would more than likely let it pass unless there were some technical issues about the CW.
