I'm not sure what you mean, drag it from the list? Or from the preview, neither seems to work

In the list, you have to use the little + symbol to drag the layers around in this wardrobe

I have a similar issue, my backdrops won't show up with my current infection, instead its just a white backdrop. No transparencies for this specific stage.

that's just because of your virus, people think it may be because the virus doesn't cover up the whole base. once your virus fully matures it will be resolved :)

I have my HA but no backdrop

Your specific virus strain covers up anything behind your Base layer since it doesn't cover the full HA base
