I recommend Paint Tool SAI. It's about $60 (but most people find it for free) and is a lot cheaper than Photoshop, though you can get the 30 day trials for them if you like! SAI's pretty easy to navigate though. (:

None off the top of my head but I'm sure there's some good ones on Deviantart. ^-^ I'd be happy to give you the run-down on it though as I use SAI every day. c:

it's ok. the main thing I want to know is how to open a picture so I can use it as a reference while working on a drawing. would you be able to help? :o

You'd just go under File > Open and choose your reference. I personally will copy a picture and scale it down and paste it next to what I'm drawing, but you can also just select Maximize in between the Minimize and Close Tab option in the top right and sit the two files next to each other. (:
