The Hustler being suspicious?

(Please re-direct me if previously discussed) So I smell trouble afoot. Has anyone else come across map pieces (I found one in pina park- not as a random a event but as a general find) when traveling across subeta and then when visiting the hustler you get this message: (Possible spoiler)
