Is it still true that they want to get rid of them? Should I bother trying for the next tier?

Yes, its true they've said they plan on getting rid of them. They also promised that they would give a lot of lead time when they make the actual decision and post it so people can "finish" off achievements. They haven't officially posted such a warning.

I would recommend going for the next tier, but with the understanding that there are no guarantees that you will be able to finish it.
