Just thought I would mention it as it makes his first quest a bit hard to do.

This isn't a bug, it's probably just a rare item that's been bought out of shops. Just quit the quest and start a new one. It doesn't hurt anything.

Quit the quest. This is RNG at work, and it can happen.
