it could be the prices are so high they can not be bought threw the store trades only. customs are only bought with csc and they only have a limited amount sold. Hardly anyone want to give up what they paid money for

I'm going to assume you mean Custom Wearables (CWs) here and try to answer these to the best of my ability c: Sorry if I'm totally off base though, haha

what exactly does this mean? CWs are created by users and we pay CSC to get them onsite. They're released on the Custom Wearables forum usually, some are released to just friends (and are called "private" items. This isn't something the site supports, it's a user-created term. These are usually either going to be very expensive or very hard to get ahold of, or both). They can also be submitted directly to the Cash Shop.

are they unavailable forever now? No, not everyone puts their CWs in shops/trades. You can check the R200 forum or make your own thread there if there are specific ones you'd like to buy

is there a way to contact whoever created it and ask to buy one from them? (is this even possible?) Sure, you could just sMail or comment them but just because you know they created it doesn't necessarily mean they have a spare copy (and note that the artist isn't always going to be the same as the person who submitted it. The New CW thread for example, posts the artists of items but a lot of those items are commissions). There's no harm in asking, though. Most people will be very polite about it c:
