You have to use the beta wardrobe and place the background under your "base" in the list of items.

It's meant to be used with the new wardrobe, where you can put your avatar in front of the background.

It's not a bug.

Spotlight Champion

You have to use the Beta Wardrobe and move your skin above it. The new BGs are fully filled in so that you can use it without the avatar if you wish.

Locking as this is not a bug.
