I assumed, by the name and the shop I bought them in being Seedlings, that the [item2=Lone Survivor Red Rosebud] was a flower you could lay down at the memorial statue but it's not recognized as being one.

The flowers usually have "Memorial" or "Survival" in the name, not "Survivor".

Whoops, that was a naming error on my part! The item name has been updated to Survival rather than Survivor and you should be able to use it now :)
