The url in your screenshot says shop 35 though, and cartel's link says shop 25... so maybe you have the wrong link?

I think you mean the Avalanche Emporium - shop ID , the snowball shop. ^^ It was closed sometime after the snowball fight, i guess because it was too easy to buy cheap snowballs for no purpose other than hoarding after it was over.
