I need some help getting my lines to not look shaky and uneven. I use the linework tool in Paint Tool SAI and have never had a problem before, but when i resize my image, it becomes shaky. Would you mind showing me the working size? That could help me figure out what is going on with your resize, because as of right now I can think of about 3 problems that causes that in Sai but I'm not sure which to address to help you C:
Okay you said you're using the linework layer to do your lines? Right now it looks like you're using full opacity on your lines which may be the problem + using the linework tool without any freehand (sometimes using the linework tool by itself can make the work look really strange on resize). Which tool exactly are you using? (Pen? Line + edits?) Also can you tell me if you're using full opacity and what size you're using too? (If it's easier, you can just print screen what you're using so I can duplicate it and see if I can help!) I may be able to make a small mini tutorial to help you, but I should also ask if you're capable of doing small parts freehand or if there is some reason you need to do it all with the line work? (for example if you're using a touch pad or a mouse and freehand is really difficult)
I use the line tool on a linework layer set at 2.3 size and 100 percent opacity. The interior lines and the lines by the knees and ankles where the fabric bunches is done with the ink pen tool at 100 percent opacity for the outer lines and varied opacity for the interior (usually between 60-80 percent). I would take a screen shot but I'm in bed now and have to leave early tomorrow and won't be back until Sunday. Thank you for helping me though! I was worried no one was going to reply! I currently use the linework layer more because it usually gives a smoother line than the ink pen as it doesn't allow for pressure changes to opacity etc.

So basically what I suggest is to lower your size a little. (I usually work with a 2px brush myself, but I redraw over the lines where they need to be thicker) So perhaps a 2.1px because right now your lines are a smidge thick I think. I also suggest working with a lower opacity (I actually use a 63% opacity) because the higher opacity in Sai makes the lines look super crisp and sharpened sometimes. This may be something you need to experiment with yourself since you're using the line tool and I usually free hand. Another thing you should try / make sure you're doing is merging the layers BEFORE you resize the image to prevent layers from shifting in different directions when they resize. (Don't know if you're already doing this or not, but this could be a contributing factor if you're not already doing so)
Ive tried redrawing by hand, ive tried using a thinner and thicker brush and am getting really frustrated with it now lol I also save as a png and then open that and resize so that all the layers are merged. Okay so this really took some tinkering with, and I'm sorry it took me so long to get a response to you. First of all, I don't think it's 100% your lines making it look that way. There are a few spots of missing color on your base for the pants color, which seems to be making your lines try to stretch to cover those little tiny holes and it's making them look blurry. Also the colors you've chosen are gray (which they're supposed to be) but the amount of grayscale that's happening is making the black lines look a bit off. I might suggest making the gray a little different in color (perhaps slightly warmer gray since it's got pink in it) And lastly, the brush tool you're using to make the line art is too sharp / too high of an opacity. I personally use the Pencil tool, size 2.0px at 63% opacity and I go over the lines where they need to be darker once or twice. You may be able to use a higher opacity, I just have a need to have control over things xD But which ever brush you're using is too sharp and is making the edges of the lines look hard, which looks odd in the resize.
Ive redone the lineart and have submitted it. If its not accepted im just gonna commission someone else to do it lol Thank you so much for your help and pointers though!!

Not sure if you're still looking for help on this, but you can also try to resize the finished images with other programs. Personally, I hate how SAI resizes stuff. So I draw everything there, and once it's finished I resize the final image with Photoshop. It always ends up smoother than if I did it with SAI.
I agree with n_n I've always saved overlays drawn in SAI, in png. Then imported in PS to resize. SAI has a weird particularity of sharpening the outlines when resized, whereas PS smoothens it out better. In very rare cases do I resize in SAI, when I want the edges to look particularly sharp x3
