Here's the outfit at the time of the post. I was hoping for a little help finding a skater skirt in that color but without the big band around the middle and maybe a little less flippy so that I can put a coat on and make the outfit seasonally appropriate. I was also hoping for some opaque crimson tights and some budget friendly long hairstyles that would work well under hats. Thanks!

Mind you that I'm using 'budget conscious' as a very relative term- nothing should be getting over a few mil(avg daily earnings) but most of your really cute super cheap wearables tend to be shoes or holiday item from what I've seen and your color palette and requests don't really bend to that.
Vintage (brown,black,blonde,red,plum) Hair Kit and Sweetheart (brown,black,blonde,red,plum) Hair Kit are two wigs I own that look okay with the Itchy Knit Hat; you might consider a different hat, actually.
The Droop Beanies are pretty cute and are a lot more hairstyle compatible- most hairs on subeta overcompensate for the very flat round right side of the HA face with big bangs/fluff/what have you and don't leave much room under many hats in the front- droop beanies are designed for the back of the head.
The Cog Screen Printed Circle Skirts seem to match the pattern you have going on; Tiered Buffalo Check Skirts are probably a lot more budget friendly. If you're looking for really sleek skirts you might try anything in the Pencil area.
Spirited Tights are I think? a holiday item so they oughta be cheap. For a more opaque look on any tights layer a colored or White Sheer Pantyhose under them. The others I listed for variety- I think the Rose Ombre Stockings are probably closest to what you want.
For your best results I'd suggest going to the beta wardrobe, hitting the all box for layer(or if you need a bottom or head or what-have-you), selecting both 'all items on subeta' and 'no custom wearables' and either flipping through all the pages or tailoring the search box to what you want(i.e. red, skirt, pattern etc.)
