I've had to answer a few tickets about this lately, so I thought a post might be in order in hopes it reaches a few more people! Here's just the run down on submitting an already-existing BG without the avatar cutout.
MOST IMPORTANTLY: - If you said in the past a BG will have a certain number of slots/will not have recolors, THIS IS NOT A LOOPHOLE TO GET AROUND THIS! You can be warned for scamming if you said you will not submit a recolor or extra slots and then attempt to submit it without the avatar cutout.

So, if we did say there would be recolors, even though the batches were limited on the original, is it then all right to submit that again without the cutout as another recolor.

I edited the first post a little, hoping to help clear this up. This is a unique case because these are not really traditional recolors. If you said a background would only have two batches, you CANNOT get around that by then posing this - that would in fact be seen as scamming. It comes across as a way to get around a very specific rule, and I would hate to see users abusing this. So no - if you submitted a BG originally as a limited-batch item and publicly said it would only be that many batches, you cannot then resubmit the BG without the cutout to get an extra batch or two in.
Thank you so much for this clarification. I am going to release some "no cutout" versions and it helps to know NOT to release the ones that are already sold out.
