I've been wearing the hypno-monocle since almost the beginning of Morostide. However, the past couple days it doesn't seem to be working. I'm getting hexed while trick or treating, even tho I have it on. I double checked this last time to make sure it was still there, and it is.

The monocle doesn't stop you from being hexed altogether, but it does reduce the likelihood of it happening.

I guess I've just been lucky in the past then. This is the first year I've been hexed while wearing it.
