I would like to take full advantage of t7 and get the best out there. Price isn't much of an issue, though it would help if they were buyable.

To even be competitive with scrolls, you are going to need a LOT more AP than 18. Most of the good scrolls worth using take up 15. If price isn't an issue, and you want to use them, I'd suggest buying up cheap readables and bringing up your AP.
