How do you use them? I mean i click modify and it dose not give me any weapons to use it on,even tho i have 7 weapons in my Armory. Are there specific weapons you use them on? Or do i have a bug? :C

Only certain weapons have mod slots. Legendaries, godlies, and the legendary combos, I think.
