Not sure if you mean the artist or the user who released.. I don't know who drew it but it was released by (formerly Coy). Chances are the artist was or Coy herself but don't quote me on that xD

Well you can draw a CW yourself if you have the skills to do it or you can hire an artist to draw something for you and then release it as a CW, like I did for the backdrop I'm wearing for instance, so the artist and the user who releases the item aren't always the same person =)

Foegive me if I seem slow, it's been a long day! LoL So, are you saying that someone may commission an artist for a CW and then turn around to sell that CW to multiple users/or in the cash shop? With the artists permission of course.

Of course ^^ That's what most people do here, there is an entire forum section about CW commissions pokes main CW forum, you can lurk there and see what artists charge for a CW and what the rules are (they're different depending on the artists). The important thing is that you mention who the artist is when you submit the CW and that you don't try to take credit for someone elses work.
