I had a hard time with the skull part since I was using the color burn&dodge options for the brush... weird how yellow reacted so just made another color and used it on normal.
(pen pressure was used for both weight and opacity) the hair on the tail I made finer that the hair on the head since I was playing around and experimenting with it .. feel like a mix between the two would be best but not too sure. [this is of my pet Sebulba]

Never use burn/dodge, not until you're 100% sure what you're doing, you'll always end up with a mess.
Now that said using a linear burn LAYER (not brush) at a low opacity can give quite nice, relatively quick cell shading like on the overlay I just did for my pet Manco (Image here if you're interested), and for that I used two linear burn layers, both at 35% opacity, .
Dodge/burn brushes have their place for certain things in moderation, but it's best to avoid them, just as black shouldn't be used for colour shading.
For a more painterly means of colouring you would be better off using the colour selector and choosing each new shade, often going slightly greyer/bluer as you go into the shading, use a slightly low opacity brush and use the colour picker to choose middle grounds where the two colours overlap to blend them together where you want.
On the following image you can see how the top of the skull is slightly blueish-green as it slants away from us, and the eye sockets and cheek hollows are again, slightly bluer.
