She is a servant (the runaway mistreated servant that was kept prisoner in the household angle kind) trying to get into the masquerade. The only problem is she doesn't have the money. She finds a fancy mask on the dirt road walking home.

The only thing I can think of is a servant, even the lowest one, has an appearance to maintain as to reflect better upon the household they serve while they are in public. Plain but neat and clean. She looks like a street child. Unless you are going for the runaway mistreated servant that was kept prisoner in the household angle.
