I bought the October 2012 Collection Bag to get the Ring of Hair, and it had every donation item option... except for that one.

If I recall correctly opening the bag lets you choose one from all of the options, or has one of them always been missing and I'm making a mistake here?

I popped the unopened bag into my vault for now.

That hair is a transformable. If you purchase the Worn Typewriter Keys, it'll have the option to change into the Bitter Ring of Hair.
