So I started dancing with all of the NPCs for the plot yesterday, and I was able to request a dance with all of them except Anthony and Abigail. When I try, I get this message:

":(! You and your dance partner both have to be wearing a special mask to participate in the Atebus Revolution Masquerade. I'll give you a hint, Ornate Iron Masquerade Respirator is one of them!"

I posted about this in the help section and was told it was most likely a problem with the NPC not having a mask on, since I've been wearing a mask and dancing for days now.
