Some critiques/suggestions:

These have a lot of potential, as the shading is reminiscent of 's work into the Shy Candle Hoodie and Shy Neon Candle Hoodie, which I believe are also Pokemon tribute items. I really hope I will not sound rude with the following feedback, because I really do not intend to be rude when giving critique. I just want to help and make artists release their items without a lot of denials, as I've tried to submit my own art for custom wearables, and found that I kept getting a lot of denials for them.
Possible things staff may consider:
• Shaky or inconsistent lineart. I am not saying that your lineart is shaky or inconsistent in itself, but staff loves to pull this card for items with similar outlines (which have thicker vertices, or have very defined "dynamism" in lineart and outline flow. ;__; It works beautifully in your regular art style, and I love how you keep your distinct "optical flavour" in your items. However, the next possible staff denial will explain what I will mean.
• Lineart is too thin.
If you're using Photoshop and other similar art programs, 2 pixels is a good, solid outline width to take note of, if you're working on the regular HA base (125 x 250.) You can easily adjust this if you are working on a much larger base. If you use SAI, I will recommend 2.3 or 2.6 pixels instead, and 4.55 pixels (pen tool, density 8595, semi-soft - or explore on brush settings which are not too sharp, yet not too soft,) if you're using a base twice as large as the regular HA base. Generally speaking, MOST accepted custom wearables have consistent outline width, but the inside lines can be much thinner than those outside it. Those with varying/coloured lineart are often grandfathered exceptions which have been accepted before a lot of the current custom clothing guidelines have appeared.
• Shading/artwork does not meet Subeta quality in general. (Shading must have between 3~5 layers.)
I love the way you shaded the hoodies, I really do. I am positive that the chance you'll get this is VERY low, if you'll address the previous possible denials I have mentioned. You might like to look at the existing Pokemon-tribute hoodies to have a good starting point. Subeta-style will cater to having a bit of the artist's original style come out, but I will admit that it can tend to be limiting to a certain degree and extent. The Snivy hoodie might go fine, but you might need to revise the shading on the Oshawott hoodie by just a bit.
I wish you the best of luck with these, as they look LOVELY! I may commission you for hoodies someday, should you be open to such an idea! :"D

(: Does the need for changes still stand when they're so obviously distorted into clothing? Since I really only used elements of the Pokemon and not their entire original designs. Not at all. Feedback like your's is what I was hoping for. (: I know these aren't close to ready for submission. Yeah, the lineart is something I definitely need to address. I used a 3px (in photoshop) brush at 100% hardness to line a large version of the HA base but I guess that will need to be 5px thus forth.
Hm.. do you think it would fix it if I made the base color of Oshawott a bit lighter? I have four layers of shading there but maybe they just aren't distinct enough.

One question to you: does the shape of Oshawott's hood bother you at all? I think I need to round it out a bit more.
I think you still need changes. They might be more lenient about it when it's distorted into clothing, but I have seen someone's Totoro hoodie getting denied because it's too similar to the original. I suppose you could file a ticket and ask to be sure. The changes don't have to be huge, just slight marking changes/ shade of colour changes would be fine (you just have to list them out when you go to submit the item). You can look at some other Pokemon-based clothing to see what's been done.
Umbreon - addition of the moon near the neck, ears point down, no eyes, more rounded ears Raichu - ear shape, whiskers, marking on top of head, no lighter stomach area Snorlax - greener base colour, the V shape on the head is more rounded, stomach area doesn't reach to neck, ears more rounded Banette - eye colour/shape, horns, teeth colour, darker base colour Vaporeon - ear shape different, neck ruff shape different, lighter colour on stomach, more greenish base colour
Some are closer than others. For Snivy, you can do things like changing the colour of the neck bit, removing the stomach lighter area (or change the shape), change the shape of the yellow area around the eyes. Anything that you can list as changes, however small, will help you get it through.

~ I'm not an artist but have had clothing commissioned, and what I see that they might get you for is the left breast on the HA of the male (our right), looks like the female version so you may need to flatten that out a bit more on the male.

The lineart on the outside hoods of the Oshawott and Snivy hoodies looks a bit thin. The lineart on the Item images are also rather thin, especially on the outside.
