I've got tier 2 and tier 3 pets and I'm just curious if someone could recommend a good, reasonably-priced tier 2 and 3 weapon to use against him since he cancels out so many elements?

I think the only icon he doesn't block is light, so try using a Light Battle Wand. They're in the battle shop for 25 tokens. Or equip some Dark Light Potions. Or use curses like Shrine of Azagga. Or look in Echos overview of all t2 weapons for stuff that deals light damage.
