How do you get the achievements that involve being taxed by Sebastian Phoenix? Is there anything special you have to do?

I would carry sp out. Other than that, it is random

I believe you have more of a chance of getting taxed if you have over a certain amount. I'm not sure if that was changed or not.

Far as I know its completly random and you must have the sP out of your bank and out of your shop till.
