Well there's lots of different places to get clothing. Main shops if you click on the commerce button you'll be taken to a list of shops: Clothing Rack, Accessory Bin, Sole Train, and All That Glitters are great places to get clothing. If you click on Explore and go to Arctic Frost and click on Icy Goods, you can get clothing there.

You can also get clothing from this event we're having. Collect Steamworks Trinkets and you can turn them in and get clothing from the Menagerie. Dance with users, accept their dances and you can get trinkets that way.
