Hello there! You can get potions/elixirs from user shops, main shops, via random events, token shop which is manually restocked by staff (located at the canival), quests or vending :)

Elixirs usually tend to be cheaper than the actual potion. Say you want a Dusk Chelon, a dusk potion would cost more than a dusk chelon elixir

You would be correct! :D Not all methods of colouring pets are via restockable potions though, eg. Glacier Potions are non-restockable. Galactic and Hydrus pets have another method of being obtained, etc :)
