That I am. Im not so sure I mean it really sort of fits into both categories both here and where you suggested. I may or may not get any replies as I have here but it couldn't hurt to have it moved.

Hiya there! Yep, this is going to be moved on over to the Art Discussion area, more specifically the Custom Wearable Discussion forum. It's all a bit crazy with the whole Custom Wearables right now, but we're getting that all fixed for everyone. This Advertising forum is more for actual items and what-not. Where the Art Discussion thread is for art, and Custom Wearables are technically art when it comes to looking for someone to commission an item for you as confusing as that sounds.
I was already thinking of a dragon CW, though it will most likely be my last at least for a while. At the moment I'm reinstalling Photoshop since it has spontaneously stopped working, GIMP won't load on my PC (current installing SAI to see if that will work as a temp' fix). So if you want to look at my currect/past CWs and you're interested in my work then when I'm up and running again I'd be very interested. [edit] Photoshop is now up and running, so I am able to draw again! Huzzah!
