Quite frankly I'm not sure... before, many years ago, he was running the oracle shop, something similar to the Hustler (not the CS one) but there has never been real interest on that shop. Now I don't even know what it does... lol

If you read all the Aprild 1rst news, from 2010 to 2013 you can see what he tell us every year + items description. I'ts the 'April Fool' prank of Subeta dare I say... before Elwood day we had pranks, now... no pranks...

But yeah I think he was a more active NPC in the first year of Subeta, now... he only visit us once a year.

Hopefully someone would be able to tell you more.
