it appears to be an HA costume contest. You and some friends get together in a private group and dress up as your favorite band, or you join a public band and try to come to consensus on what you're going to do and dress up that way.

Yeah, that was...kind of what I gathered? But I can't figure out if there's some kind of entry barrier, like you need tickets or something.

there is a site event upcoming, Peka Boo. There will be things happening during this event, one of which is the Battle of The Bands. It's not clear if you need to buy a pass to the event in order to compete, but since we've been allowed to enter it whether or not we have a pass or not I think a pass is not required.
I'm not sure if user knows for sure. Maybe start a Ticket in Help? You are a new member, so it will be hard for you to earn 1000 WT in time. Do all your Wizard Quests!
