Can someone tell me what they're used for, and how to use them? Thanks :)

They're used for turning your pet Galactic. You can do the quest for Iltallo on the 6th-7th of each month (the quest may be available the rest of the month, but last time it came up I believe it was mentioned to be a glitch).
