I was given the quest, "Give your pet a Arid Demi Beanbag to play with," by Major Drills, so I bought the item and tried to play with several of my pets. They all say it's boring and it sits in my inventory and doesn't count toward the quest. What am I doing wrong?

They'll only play if their happiness level is below "Very happy". Minions keep your pets happy, but for the Major Drills quests, you might want to temporarily remove a minion from a pet. c:

Do your pets have minions or are they in the resort? If so, they're already too happy to play with a toy. Just keep trying if they're not; eventually the item will disappear and you'll know you've played with the toy successfully :)
