Looking at recent news posts, I don't see anything related to targeting? Responding to people's comments isn't targetting, which is the closest thing I can think of over there

The rule against targeting is labeled under "entire site", so it applies to literally everywhere on the site, whether it'd be news comments, forums, shoutbox, profile comments, mails, or whatever. Targeting is the reason for why I usually don't bother to read news comments.
